누구나 돌봄 서비스Gyeonggi Province is implementing a ‘360-degree care’ policy that provides care to all of the province’s 14 million residents, whenever their child-rearing families want, and to any institution or home for the disabled.

While ensuring that all residents in the province can receive help with going to the bathroom, preparing meals, and doing housework through care services, the difficulties of welfare sites providing services are also reviewed.

On the 18th, Gyeonggi Province Governor Kim Dong-yeon held a ‘social welfare public servants’ hand-to-hand talk’ at the main auditorium of the Provincial Office and explained the ‘Gyeonggi Care for Everyone’ project.

Governor Kim emphasized, “What we need to pursue most in our society right now is sustainability,” and added, “We need to develop the economy and make investments, but it can be sustainable only if the social community takes care of it and works together.”

He went on to explain, “The direction of welfare pursued by the province is not to provide benefits, but to invest in society so that all of the province’s 14 million residents can be eligible for welfare.”

Accordingly, the province is promoting ‘360-degree care’, which consists of three major policies: ‘care for everyone’, ‘care at all times’, and ‘care everywhere’.

First of all, anyone’s care is a care service that supports all residents in crisis situations regardless of age or income, and cities and counties provide basic and expanded types that are selected according to local circumstances.

The basic type consists of daily care, companion care, residential safety, meal support, and temporary protection services, while the expanded type provides on-site medical care and psychological counseling services.

The service support cost is within 1.5 million won per person per year. You can receive the service in your city or county, but it is free for those earning less than 120% of the median income, 50% of the cost is subsidized for those earning more than 120% but less than 150%, and those exceeding 150% have to pay out of pocket.

The province is recruiting cities and counties to pursue the project and plans to select them at the end of this month after comprehensively reviewing their will, capabilities, and regional characteristics.

In addition, ‘Anytime Care’, which provides emergency care at any time for families in need of child care, and ‘Anywhere Care’, which provides customized care for the disabled at institutions, at home, at night, and on weekends, will announce specific plans within the year.

Meanwhile, 350 civil servants in charge of social welfare affairs from 31 cities and counties in the province who participated in the hand-to-hand talk on this day shared difficulties and suggestions on the frontline welfare field.

A public official from Namyangju City suggested that it would be nice if welfare officials had time to openly talk about their difficulties with each other, and a public official from Dongducheon City suggested rewarding employees for 360-degree care projects.

Governor Kim said, “In fact, as we announced 360-degree care, I was worried that your workload would increase,” and added, “We are thinking about how to supplement human resources and secure public institutions in charge of these things.”

At the same time, he said, “We will actively consider increasing the number of separate awards,” and added, “I encourage and support you with all my heart.” “I hope you will be happy while working on your own,” he said.

The province plans to actively review the suggestions made during the hand-to-hand talk to resolve the difficulties faced by front-line social welfare officials as much as possible.
